The types of criterions to be considered in order to compare and select among different project alternatives, include the following:

Costs

Benefits

Equity

Technical Feasibility

Economic possibility

Political viability, and;

Capabilities of existing management to deliver the policy objectives, through evaluated projects.

The policy cycle, articulate a six step model to formulate public policies. These steps include the initial step that does the verification, definition and detailing of the problem. The next step is based on establishing evaluation criteria's, for the eventual selection of the policy alternative.
