Introduction

Goals do not only provide the structuring of the curriculum, but also provide detailed specifications for the development and use of assessment techniques. Previously, there was no procedure in education and training. However, while interest and investment in education and training grew quickly, several authorities in management have put greater emphasis on the importance of setting goals, discussing and writing more than is practiced and explicit specification objectives.
