Introduction

The system of criminal justice comprises of both the social and legal institutions, and the purpose of which is to ensure that the criminal laws, in accordance with a set of procedural restrictions and rules. In the U.S., certain state, federal, military and systems for criminal justice and each state have a separate system of juvenile and adult (Horvath, 2001).

Systems of Criminal Justice includes several major subsystems that consist of a number of state institutions and their people: the police and other law enforcement agencies, courts and appellate courts, prosecutors and public defender institutions, offices, parole and probation, prison (jails, prisons and rehabilitation centers, etc.), and corrections departments i.e. mainly responsible for either some or all of, probation, parole and welfare functions. In numerous countries, the commission provides the guidelines for sentencing the prisoners (Zawitz, 2005). Other major private and public actors in this system are: the private lawyers, accused, guarantors, other private organizations that provide supervision, care and treatment of victims and offenders, and individuals or groups representing or helping them (e.g., crime victims' compensation board).

In addition, there are various administrative agencies, whose work includes the application of criminal law. For example: vehicle and driver registration offices, agencies that deal with taxation and natural resources. Legislators and other elected officials, but usually do not have a direct role in some cases, have a great influence on the criminal law and criminal justice policy. This policy is also strongly influenced by the media and from companies and public organizations working staff that plays a key role in the system of criminal justice (Miller, 1973).

Discussion

Equality means providing equal access to every individual to public service, providing equal treatment before law and equality in terms of job pay, promotion and recruitment. Race concerns to the groups of people who are comparatively closer to the biological inheritance and are different from other groups. Ethnicity is a cultural phenomenon relates to the identification of a particular cultural group. Race is a social construct and that people who "belong" to a certain breed developed in the last century based on the belief that there is a biological basis for the classification of groups of people (Zawitz, 2005).

Biologically, however, the term race does not make sense, as society continues to give the idea of meaning through its use as a social category. The conception of race has step by step taken over American society when the institution of slavery built the idea that race could be worse than the other. In the United States, the law was the effect of distribution of benefits and burdens based on race, and the appointment of a person on racial categories is often in the past, defines their responsibilities and rights (Brandl, 1991).
