Situation 1 (1st Part)

The local police of New York had to face many difficulties while justifying their missions and policies in the community. Chief had to work with their officers in order to justify political demands with community support and trust. However, with the growth of terrorism and many immigrants in the city there was a need to change the local police policies. Political leaders were pressurizing the local police departments to develop discussions with immigrants, take preventive and proactive measures against terrorism and reduce the rates of crimes. However, while performing their duties, the police officers had to face dilemmas while ensuring civil rights (Isenberg, 2009). Officers faced many situations where the local people became threats to their lives and conditions were getting worst day by day. However, the local media and civilians pressurized the police department and limited them to take any actions. The problem was ignored by the higher authorities until an incident occurred near the Zuccotti Park in New York financial Wall Street. There were many protestors gathered against the local police department claiming actions against financial institutions, such as Banks. The protesters, mostly young students, argued against the government and their policies. However, with the orders of Chief of police and the mayor, the police took actions against the protestors, which ended after arrests of many young students. After the incidents, the local gangs became active which caused many crimes, murders and robberies. The situation was completely out of the local police departments. There was a need of stricter actions and the chief of police had to apply discretion in police policies. Various discussions and meeting were held within and outside the department which rose up the needs and how to manage the problem. The situation became so intense that a mob rose up against the government, and many banks were robbed. Attacks were happening over the police officers, though, the police was limited to take deadly actions to defend themselves. Controlling protocol

The chief of police discussed the matter with the higher authorities, including the mayor. Finally they all agreed to enforce stricter laws and changes were proposed accordingly. The police officers were given rights to use deadly forces against those people that act violently. A strategy of deadly force was modified and added to the Standard operating Procedure Handbook. The purpose of this policy was to describe the methods which should be taken under dangerous situations where the life of an officer or other civilian is under threat. These guidelines also included the rights and limitation when to use deadly forces to control the situation as soon as possible. Definitions of various actions and forces were given which is summarized as under.

Deadly force: Those forces and measure that may cause a death or deadly injuries to the victim.

Non-Deadly force: Any other forces besides the deadly forces which will include actions such as tazer, spray or water cannon that will restrain or control others to take control of the ...
