Introduction

The Model of Community Development outlined here touches on the theoretical model development. Development Under this understanding is the deployment of the potential that a thing has at some point. For there to be a good regional strategy must be a harmony and commitment of the central levels. On the other hand social policy should be directed to meet basic social needs progressive and enabling access for all, all services and all the institutions, equal opportunities, according to their abilities. Environmental protection and sustainable development should be considered as an integral part of the agenda of all government institutions, and most private institutions, both domestic and international (Mirian, 2001). Sustainable development is only viable through a combination of economic growth, equity, environmental balance and efficiency and accountability of public institutions.
