Prevention programs should address all forms of drug abuse, separately or together, including the use of legal drugs (e.g. snuff or alcohol), use of illegal drugs (e.g. ., marijuana or heroin), and inappropriate use of legally obtained substances (e.g., inhalants), prescription drugs, or those who do not need a prescription.Prevention programs should be designed to address risks specific to the characteristics of the population or audience characteristics such as age, gender, and culture, to improve program effectiveness.

Juvenile offenders should be given severe punishment, incarceration of juveniles as this is a crime, and it is necessary that the crime should be reduced. Taxpayers keep on throwing their money but it is of no use. There is no reason for them to support these juveniles.
