In the year 1980, a wide-ranging study has appeared on changeovers to democratic system and democratic procedures in Latin America. Latin Americans have generated revolutionary efforts that have improved knowledge of these domains. Many arguments, generally implied and not expressed, have taken place. Taking into consideration the great quantity and excellence of the journalism, an analysis of some main subject matters, arguments, and differences is behind time. In return, these articles assess some of the relative and hypothetical concerns in the text, in many situations demanding dominant point of views. This forms the background of three articles and supports author's main position in the article.

Samuel Huntington (1992) assesses the evolution of some 35 nations, mostly in Asia and Latin America, from non democratic to self-governing political states in the year 1970 and 1980. Przeworski's (1996) article assess the state of affairs that should be there in turn to raise the probability of a democracy's continued existence, with center of attention on self-governing account, privileged circumstances, development with restrained price increases, dilapidated discrimination, an encouraging global environment, and parliament institute.

According to Linz and Stepan (1996) democracy is merged when it turns out to be the "only competition in municipality" (pg 5). They take this to indicate three things.
