Introduction

Project management can be defined as a planned effort to accomplish a certain project. It includes planning, organizing and managing resources which leads to success in achieving the project. Project management includes the planning a project, identifying tasks and goals which are to be achieved. A well executed project leads to the success of the business. Project management is associated with 5 types of processes which include initiation, planning, executing, controlling and closing. A successful project can be evaluated on the basis of these steps. Professionally, project management should be carried on the basis of different projects and the goals which are set up in order to achieve it.

Project management is also very beneficial with reference to time as efficient measurement of time can be done by managing it. Project management is a wide discipline and it has vast roles in every field of life and in our daily basis too. Whatever we do it has some association with the project management whether it is academic or professional. Project management also gives the lesson of team building as projects which are being assigned to a team is completed through this manner. In the end, I would like to mention that project management is considered as the backbone of most successful industries (Kreiner, 1995).

This evaluation report has four sections. After this introduction, the second section briefly describes the main features of the project and the segment market it covers. The third section analyzes the project, the views of its impact on development of its strategic alignment of its commercial viability, Environmental and social sustainability, complexity and legal compliance. The last section summarizes the main findings of cost benefit analysis and presents recommendations.

Discussion

2.1 Overview of Lagos

During recent years, the city of Lagos, which is the economic capital Nigeria, has recorded unprecedented levels of rural-urban migration, with result in a significant increase in urban population. According to World Bank, Lagos is currently the sixth largest city in the world, with a population of over 15 million people, which should pass, are projected to about 23.2 million people by 2015. Although the population growth rate Lagos is remarkably high, population and traffic along the corridor Lekki, Victoria Island, which connects to the Lekki peninsula in Lagos, have rates of growth still much higher, about 16.6% per year since 2002. According to estimated 80,000 vehicles per day along this corridor.

2.2 Studies conducted in 2003 by the Government of Lagos State (LASG) showed that the transport infrastructure fails to meet the needs of growing population. This is exacerbated by the lack of transit mass system, leading local people to use primarily for personal vehicles and motorcycles. Given this situation, the LASG has launched a modernization program and strengthening the transportation infrastructure in Lagos State, using the Public Private Partnerships (PPP) as a means to mobilize resources.
