Introduction

It has been stressed by Wilson and Diluio that the US is a representative democracy with some elements of direct democracy. However, there are two central issues that need to be addressed and these include the representation of demographic characteristics and the majority in sovereign States. However, it has been debated whether the US should have majority-minority districts or not. This paper has been based on the issue of majority-minority districts and their substantive representation. One more issue that emerged got articulated by Edmund Burke in his “Speech to the electors of Bristol.” It has been argued by him that the representative should follow the judgment while others have stressed that the representative should follow the majority will of the constituency. Further in the paper, it has been mentioned whether the idea of “How Members of Congress Vote” help to resolve this issue (Congress, pp.1).

Discussion

Diversity has increase in the US House than compared to 1950's because of the idea of majority-minority districts. This is being debated by federalist and anti-federalists since a prolonged focus of the debate is mainly on the class as well as occupations. With regards to majority-minority district, it exists in the US where majority got determined on the basis of racial or ethnicities. The decision of the district being majority or minority is determined by the census data of the US. The concept has arisen mainly because of racial gerrymandering that aims to create majority-minority districts with reference to the disputes that occur in communities that are in the minority. The issue has also been viewed by people as a way that can be used to lessen the voting power of minorities and racial segregation.
