Introduction

This paper intends to explore the community health assessment of Mexican population in NJ and nursing intervention. The nursing profession which is patient-centered, is a practice with a strong humanistic connotation these relate to their origin, history, evolution and social customs to understand the disease. Community nursing, in its current conception, is a reflection of the transformations that the concept of health has suffered over the years. The staff of healthcare institute should have a consistent performance in the current context with important contributions to the health of the population, a fact which distinguishes it as a promoter of human development, which produces not only health care but also values, qualities that go towards improving the health of people.

The WHO is concerned about the downsizing of nursing, the number of candidates to study the profession and the implications for the future this would cause, urges member states to take measures to prevent the shortage of staff in the future , to improve the skills of nurses, because these are appointed to high positions of leadership and management, to support the conduct of research on effective methods for using these resources, and to provide the necessary support to these staff for embodiment of the activities (Sreekanth, 2005).

Today, throughout the world, the health system in general and in particular the primary care level, are reorganizing and regulating their own functions to resize their role in working with the community. This task starts a process, not yet completed, the redefinition that affects the performance of field nurses, and therefore the functions it performs. This paper focuses precisely on the role of community health nursing (Spader, 2008).

For several years the nurses are empirically identified problems related to the delineation of roles, and by 2001 the National Directorate of Nursing identified among the main problems existing Methodological Guidelines set out the same functions for technical staff and university services. In some communities nurses are officers with responsibility and efficiency, but do not receive salary compensation for it (Ministry of Health, Annual Statistical Report of the National Directorate of Nursing, Havana, 2002). In this view, the equality impact of functions, among other things, the failure to identify staff college graduate with nursing profession, loss of motivation to the specialty, and non-permanence in it (Barbara, 2004). This undoubtedly affects the qualities of nursing services are also offered for the country as a professional college doing the same action that a technician.

Worth then define the functions of the nursing staff, both internally and externally, in accordance with their level of training, because it will not only expand the practice of licensed professional, which will undoubtedly help to improve the effectiveness of technical staff, but it will also enable to ensure greater availability and use of these human resources services, to provide patients with the provision of nursing care with higher quality.
