Development of resources for social and community development and securing resources and expertise from internal and external resources can set in motion a longer-term process to move community members from poverty to economic sustainability. Connecting community members with each other through horizontal linkages and using vertical linkages to increase access to bases of social power, such as education or job opportunities, can build capacity and aid in initiating economic development programs and diverse educational opportunities (Tilly, 2008).
