Subject: Public Relations Plans for Sign Ordinance
Goal: To change the attitudes of local business owners (Clinton, Mississippi) about the current sign ordinance resulting in 80% positive or neutral responses over the next five years.
Objectives:
To cause 80% attitudinal change about sign ordinance to positve or neutral
To cause local business owners to be more involved in city beautification
To create a positive sense of unity and cohesion among business owners and residents.
Background:
In the City of Clinton, signs are considered to be structures and the regulations contained in the Sign Ordinance shall apply. No sign shall be erected or maintained unless it is in compliance with Chapter 3 of the Sign Ordinance, applicable sections of Chapter 4 of the Zoning Ordinance, and other applicable city ordinances. A permit shall be required for the erection; alteration, relocation, or reconstruction of permitted and shall be issued by the Sign Administrator in accordance with the Sign Ordinance. Signs must be constructed of durable materials, maintained in good condition, and not permitted to become dilapidated.
Non-conforming signs damaged more than fifty percent (50%) of their reasonable replacement cost shall not be repaired or replaced except in accordance with the provisions of the zoning ordinance (Dworkin, 2011).
Financial impact:
The costs of evaluating the sign ordinance will be absorbed within the business community departmental budget and staffing complement. The costs of implementing an effective public relations plan across FY2011-12 are not expected to exceed $1,500, and these funds can be absorbed within the department budget for those years.
Recommendation(s):
The Manager recommends the Board receive the public relations plan for bringing a positive image of the Sign Ordinance in Clinton, Mississippi.

Prohibited Signs
If we analyze the Sign Ordinance we can say that the following types of signs are prohibited in the City of Clinton: The following signs shall not be permitted, erected or maintained in any district.
Any sign or sign structure which constitutes a hazard to public safety or health by interfering with the clear site triangle as defined in 605.
Signs which by reason of size, location, content, coloring or manner of illumination obstruct the vision of drivers or obstruct or detract from the visibility or effectiveness of any traffic sign or control device.
Signs which contain or are an imitation of an official traffic signal. Any sign which obstructs free ingress to or egress from a fire escape, door, window or other required exit way.
Signs incorporating misleading or confusing words to traffic. Such words, symbols, or phrases shall include "Stop", ...
