Introduction

Climatic change has long been the centre of debates of numerous scientific topics and researches that address various agendas of the science and the related governments. Humans and climate of the world is said to be correlating in ways that are not mutually exclusive but are relatively dependent upon each other. A relationship of reciprocal determinism exists between the humans and the world's atmosphere and temperature. Similar to the ways climate and weather cast effect on the humans and their lives, the lifestyles and ways of living of humans also cast major impacts on the climate and its dynamic nature.

The climate change is also debated throughout the world because of the severity of the problem and its global impact. It is no restricted to any particular region, rather impact of one region leaves mark on the other region also (Victor, 2004). In relation to the people-climate relationship, every field and aspect of the world related to humans has been established as a connection to the climate and its change. On the larger level, governments are formed by the people, for the people and to the people. Any strategic step or measure by the government or some stance towards related construct might have an impact on how people take it and how they adhere to it.

Consequently, the people, climate, government and the policies of the governments go in a cycle. Policies are said to affect the lifestyle of the people, which in turn is crucial for various climatic changes and transformation. In response to the strategy and humans' actions on the environment, governmental policies then develop responsive strategies to counter those effects and rectify any detrimental change (kilby.sac.on.ca).

Intergovernmental Panel on Climate Change and Global Warming

The Inter Governmental Panel on Climate Change (IPCC) is one of the most reputable and renowned organizations working under various heads towards the stance and issue of climate change. It runs four working groups and produces assessment, synthesis and methodology reports to convey and spread the scientific findings and achievements regarding climate change and its debate (Killingveit, 2011).

First Assessment Report

Inter Governmental Panel on Climate Change addresses numerous issues and global warming is one of them. Several yearly reports published by the Intergovernmental Panel on Climate Change since many years have been focusing on the global warming and its related issues. If the stance of Intergovernmental Panel on Climate Change is observed by the reports and their standpoint; the First Assessment Report of the Intergovernmental Panel on Climate Change was challenged by the scientists and experts.
