The regulations presented in the year 1994 and 1996 for the construction industry are not very effective and complains are arrived from all over the world related to the non-effectiveness and lack of management in the applicable regulation before this regulation. In the year 2002, UK government construction regulation related organization HSE finally decide to regularize the past regulation with the satisfaction and support of the leading construction companies all over the world. After long research and after consideration and analyzing of the past experiences of regulations, construction regulation 2007 is proposed which is in power until now due to its effectiveness and approach towards all management areas including change and risk management (Anonymous, 2006; Workplace health, safety and welfare, 1996, P 27-33). However, it is analyzed many times for changing if required but it passes all tests successfully and shows complete compatibility with modern world.
CDM 2007 replaced the Construction (Design and Management) Regulations 1994 in April 2007. The regulations were developed with the full support of the UK construction industry which, while endorsing the structured approach to managing health and safety risks established by CDM 1994, saw opportunities for improvements. CDM 2007 introduced a number of changes. These regulations in 1994 Regulation is done after considering and analyzing the yearly accident records, which shows that there will be need of some changes that can reduce construction accidents and ill health in construction work. Being clearer, making it easier for duty holders to know what is expected of them;
Being flexible and accommodating the wide range of contractual arrangements to be found in the construction industry;
Emphasizing the need to plan and manage work rather than treating the resulting paperwork as an end in itself;
Emphasizing the communication and co-ordination advantages of duty holders working in integrated teams;
Simplifying the way duty holders assess competence.

It is effective enough to support modern world requirements in construction industry. The regulation presented in 1994 is not providing enough health and safety results as expected by the construction industry. Therefore after considering this importance of changing in the regulation is made in the year 2007. This is the last time regulation is revised because this regulation is enough effective and efficient that it satisfies most of the safety problems and reduces the paper work on site after considering the rate of accident done at the site of construction.
