Shalom, a Laurelstan's national, has been living illegally in the United Kingdom for three and a half years. He is at present receiving treatment for a special type of lung cancer which is not available in Laurelstan. Without this treatment, he would suffer extreme agony and pain and die within about two years. Inspector Smith orders Police Constable Jones to arrest Shalom on the basis of the rumours that Shalom has been involved in a recent theft of a briefcase containing secret government information about nuclear defense strategies. A short time later PC Jones arrests Shalom. Shalom asks, ''What for?'' PC Jones replies ''You Know why''. PC Jones grabs Shalom by the arm, pushes him up against a nearby wall, handcuffs him and takes him to the nearest police station. At the police station the custody officer seizes Shalom's medication for his cancer condition. The police eventually question Shalom but he refuses to say anything. He is only permitted access to his solicitor, James, after 15 hours. James notices that there are several cuts and bruises on his face and arms and that his clothing is torn. James says,'' What happened''? Shalom replies that the police had beaten him up in his cell. James tells Shalom that since he has not had the time to evaluate his case it is best for him to remain silent to any further police questioning. Shalom complies, and remains in prison for a further four days. Shalom is eventually charged with and convicted of theft. His appeals against conviction are dismissed. The Secretary of State now intend to deport Shalom back to Laurelstan.
