Building a Better Battleship

Introduction

The Naval Sea Systems Command (NAVSEA) is based on efficient engineers who work to build and support the complete U.S. Navy fleet. They manage everything from next-generation nuclear aircraft carriers to solid waste shredders which covers more than 130 acquisition programs worth about $20 billion a year. Yet NAVSEA has not designed any specific rules and regulations those hundreds of programs.
