The increasingly complex society needs young people mostly prepared, conscious, with well-defined ideals and values, being able to meet the challenges of present and future with a secure identity and own an ethical culture. It is said that a civilization is based on the transmission of knowledge from person to person and from one generation to another Increase in education fees always remain critical issue for number of talented students who are willing to study but suffered from financial issues. This was noted earlier that student fees rapidly increased in 2011. This is suggested that Merit-based scholarship is given to the students in return of their performance at school for a particular period of time. (Dill, 1997, pp. 3-4) It can be given to any student on the basis of the best performance that he has showed in a particular domain. It could be sports, education or other activities that are performed at a college. It is the university or the college that decides who should be given the merit-based scholarship. There may be a certain set of requirements that a student need to fulfill in order to secure a merit-based scholarship. The paper will cover the issues that have been associated with the merit-based scholarship programs and it will also discuss the need to address the concern that the colleges have a biased approach towards the applicants and that these programs don't make sense for most of the applicants.

Case study indicates that there are number of talented students in the United Kingdom who are not able to receive the quality education (Alexander, 2001).
