The approach of leadership style is to implement plans, provide direction and motivate people (Lewin et al., 1939).

Motivation is a factor which leads the overall organizational performance to the height of success; it has the greater capacity to influence the performance of the organization. Being the trainer of the public service organization I recommend high importance of the motivation. Concept of leadership raised very earlier in twentieth century. Initial theories were focusing on what qualities distinguish a leader from the followers, while subsequent theories also focused on other attributes as well such as skills required by a leader and other situational factors. Situational theory presented that leader chooses the best possible course of action based upon the given situations. Different styles of leadership may be required in different set of situations. In a situation where leader is highly experienced and motivated and highly skilled to get the job and fully equipped with the information, in this situation leadership must be authoritative but where followers are skilled and educated and they demand some discretion in the workplace, this situation requires more democratic style of leadership.

Behavioral theories of leadership believe in that best leaders are always made, rather than born. According to this theory leaders can be made by teaching specific code of conduct and by providing them specific environment to nourish them. Participative theory suggests that an ideal leader is one who takes the advice of other people and makes decision collectively In participative theory leader has the right to take the advices of other people
