In terms of making an HR policy for filling out vacancy and recruiting new staff there are few ethical and legal considerations which 'Fast Service' need to be aware of. This is associated to the government law of recruiting a worker.

For instance, people that are unable to speak are capable to deliver the parcels but they are not convenient to answering and taking order through phone as it will slow down the business process.
