A disaster is defined as a crisis situation resulting in a wide spread damage, which far exceeds the ability of human beings to recover. However, there is a technique for overcoming disaster through the prevention technique known as the disaster management system. These management systems are mostly managed by an organization in order to response to all sorts of unexpected events adversely affecting people or resources of a country. These organizations are responsible for the development of disaster recovery plans for preventing, and minimizing the risk of certain disaster, along with perfectly handling the situation once the disaster has occurred. A disaster management system is usually created for the prevention, and management of natural catastrophes such as; earthquakes, floods, and fire (Kent, 1992, pp.23-56).

The permit of I-mode subscribers within the area that has gone through disaster and the message checking is done by the disaster message board service. This is done to inform the associates and relatives about how they can plan for their security in such situation.
The intention behind the use of this application is to stay away from heavy network congestion during major disasters occurred naturally and also to reduce the fright among the people due to deficit information.
The two important stakeholders that are linked to the system are the disaster management authorities and I-mode users, which include potential victims of the disaster.
The disaster management system can be:
•Activated only in the events in which chances of disaster is high
•Used by the people for placing 10 messages in 72 hours duration
•Available to DoCoMo's users only
Until now no formal evaluation report is available to the disaster management system report and this is mainly due to the limitations highlighted above. If these limitations are removed the success of this project is guaranteed.
The challenges attached to this system are:
•To increase the awareness in the users about the system properly so that they can use it with accuracy
•To expand the system for other operator users who are compatible with other carriers
•To keep the system activated 24/7 while maintaining its quality
