Introduction

Connie Hedegaard, EU Climate Commissioner, put forward a 'stop the clock' proposal which will halt the inclusion of international and intercontinental flights temporarily in the EU Emission Trading System (EU ETS). This would be in effect for a period of one complete year in order to enable International civil Aviation Organization (ICAO) member states to agree to a mechanism that is market-based for limiting the growth of international flights' carbon emissions. ICAO was given 12 months' time to bring forth its own scheme (EurActiv, 2012).
