A qualitative approach was used by the author to explore the ethical issues in public health nursing in the Canadian context, and begin to identify strategies to support ethical practice.

Twenty-two nurses, 11 rural and 11 urban areas, were asked to describe ethical problems they encountered during their work. These participants most often described situations that required a relational response rather than an active choice between options. Their goal was to optimize the well, and at the same time maintaining close relationships.
