Introduction

Civil-military relations narrowly defined as the relationship between civil and military authorities. It has always been a tough and constantly debated topic in international relations, politics and policymaking. The distinct variables incorporated in the issue are very diverse and complicated. Both authorities come under the state and are considered as the main pillars of the state. Civil and military authorities, both have their assigned roles, responsibilities and leadership positions. Laws and regulations are there to guide the rights and duties of the concerned authorities. However, the political and social consequences have put them in contradiction with each other and sometimes with the state. The civil military relations can be improved by knowing one's roles and responsibilities in a constitutional setup.

The times have changed drastically. Military is to be blamed for its deep penetration into social and political arenas of America. The state departments and authorities, integrating these both diverse segments, have gotten the most significant role to play in order to stabilize the relations and maintain a balance. As a responsible person in military/civilian sector of the country, I have got my roles to play, and a significant one.

The Redefined Roles and Responsibilities

There is no need to be particularly familiar to the civilian or military rules and regulations and each and every detail. To play one's role to the best of his/her capacity needs devotion, sincerity and love for the job and the country. When a person works for the sake of the country, he/she is more likely to practice the best and most positive duty for the state and the betterment of the masses. It is a need of time to protect our country from internal destabilization and unrest. The most effective people for such positions are one's with the capability to cooperate with all concerned authorities and personnel and to understand the respective roles and responsibilities of the authorities. Experience is not the only or most important factor in properly playing one's part as a secretary of war. The evidence shows that Elihu Root is considered the most effective war secretary. Despite being an attorney and very inexperienced in the field, he played his role in the best possible manner (Moten, n.d).

Today, the cold war stability has given the time , and a chance to review and bring institutional and cultural reforms in the military. Still, we are in war with the terrorists from more than a decade. In the meanwhile, analysts have criticised the role of American military in the context of civil-military relations. The prospects think that American military has gained enormous power and control over the civil authority as an implication of war on terror and future security. The time has come for redefining and understanding the roles and responsibilities of the concerned authorities. It is the time to play our role according to the state guidelines and for the betterment of the masses.
