Introduction

The growing awareness of the importance of health and well-being of citizens, the increase in average life and desiderata of equity and technological development has been causing sharp increases in requests for health systems, giving them projections of double-digit growth. It is impossible to continue to accommodate increases in costs, in national budgets. One way to mitigate the impact of these increases in requests is through productivity gains, rationalization of investments and exploration of complementarities and synergies, obtained by careful use of technology (DesRoches, Campbell, Rao, Donelan, Ferris, Jha, & Blumenthal, 2008).
