The Shelter Readiness Program has aimed to ensure the Red Cross Los Angeles Region has shelters (and other usable facilities) readily available for use, and that the shelter information and data is documented, accurate, and up-to-date. This helps the Red Cross identify a shelter location and provide shelter to poor and affected people as quickly as possible. In essence, the Shelter Readiness Program works to identify, assess, secure, and document facilities available for use in times of emergency or disaster. Red Cross has in the past decayed deployed more than 1,300 disaster workers to the region from the entire country for hepling out those that are affected by the strom. In essence, the Shelter Readiness Program works to identify, assess, secure, and document facilities available for use in times of emergency or disaster.

The main goal of the project is to reduce poverty by improving cross-border cooperation and promotion of sustainable economic and social development, as well as improved access to subsistence resources for the target groups. However the Shelter Readiness Program have identified “high-need areas” those which meets up their following criteria:

Higher poverty level

Higher population density

Lower shelter capacity per population

The United Way's of Creating Pathways out of Poverty' plan has battled against poverty as their roots. There is such a needs for creating the pathways to reduce poverty and overcome the lack of education, improving the financial instability and reducing homelessness. According to the report publish by United Way (2012), the six out of ten of the world's poorest people are mostly women that must as being the prime caretaker and the producers of shoulder the burden tilling land, cooking and carrying water and graining grain. In Kenya about 85% of their daily calorie is used just fetching the water.

Women's empowerment and gender equality are central in achieving the Millennium Development Goals (MDG's). There are positive trends in gender equality; there are various areas for concern. There is a need to build on programs and strategies with a proven success rate affecting a greater number of our neighbors and communities. There are a need for using advocacy and public policy for changing the ineffective systems which sustain the cycle of poverty.
