The political influence which might have an effect on the project is the lack of the policy enforcement and implementation which might take place. This lack of implementation of policy would result in outcomes which may not be initially forecasted, also, only a selective enforcement of the policy may not yield the envisaged results (Hilsman, 2011). Any change in the law of the country can largely impact the project. This is because if any amendment in law is made which goes on to impact the project, then the entire policy might need revisions. A change in the economic factors, such that an increase in the inflation rate, unemployment or a change in interest rates can drastically impact the performance of the project. The social aspects would have an impact the consumer trends and can again alter the perception of the target market towards a particular project. The cultural issues describe the differences of the mindset of people who belong of different backgrounds. Understanding the differences caused by the cultural values and developing the policies of the project in such a way that none of the cultural issues may cause rebuttal from a particular group of people. The most difficult issue out of these would be the economic, as it is difficult to control the economic trend and it can have drastic impact on the overall country, thus indirectly affecting the project itself.

It is always imperative to have devised an alternative while addressing a public policy problem. This is because while devising a policy, the envisaged result is not always obtained. The implementation of the policy may not be carried out in the way it was supposed to be, causing unexpected results to follow. This is why it is imperative to have more than one alternative while dealing with such problems. However, while developing an alternative, both the external and internal influence may affect it. The external influence may include the proposed suggestion and findings reported in various research journals, or the examples from the cases in various countries can be studied and implemented (Birkland, 2010). However, internally the mindset of the administration involved in the policy making would affect the alternative development. The management style being followed by the project leaders would again impact this, as it would explain the way the personnel engage and come up with ideas. Moreover, the ideology of the senior management of the project would largely affect the alternative building. Their understanding of the focal issues involved in the project would define the level and depth of the alternatives proposed.

In order to measure the success of the policy, it is important to analyze the outcomes of the policy as against the proposed outcomes. The level to which these outcomes were either over achieved, or under achieved would then define the effectiveness of the policy.
