Abstract

For small children riding in the usual care is a distant, second best to increase up happy and secure in own family. Call time is often glimpsed by professionals and the general public, the fact that is ignored at all costs. Despite the dedication and determination of employees caret community and policymakers, the results and knowledge of children who have been 'caring' are still poor. Far from offsetting their previous knowledge of care is often very difficult, certain features of the system of self-care, in particular, make it harder for minors to get it right, come often and from time to time suddenly lost schooling as well, and have to fend for themselves too early.

Chapter 1: Introduction

The Government has acknowledged that many of these problems & has tried to be comprehensive in its response. Care Affairs White Paper & legislation have been followed in general received a positive reception by the children's services authorities, organizations of the voluntary sector & children themselves. We welcome the priority the Government has made in improving outcomes for children in care, & do not doubt their commitment to achieving this. (Chase 2008, 28)

However, success does not automatically result of new legislation or guidance. Previous developers of substantial reform & investment have left the results for a child in care continues to lag unacceptably far from the other children. Inconsistency in practice & poor performance against current standards show that there are significant underlying challenges to the implementation of the new package of measures, the challenges they fear that the Government has not done enough to cope. We also believe that the subject of treatment represents a missed opportunity for certain sectors of the population served. It is not clear that unaccompanied asylum seekers & children in care who enter custody, will benefit equally from new initiatives & principles to inform them. (Wade 2008, 47)
