Introduction to IDEAS

The Individuals with Disability Education Act (IDEA) is the Federal Law which defines the process of how disabled students are identified and how these students will receive service of free education in public schools (Turnbull III, 1993). This is federal funded act which define certain condition before receiving fund from it. According to this law, those states which are receiving funds from the federal government under this act, are liable to accept the terms and conditions. This is a comprehensive act which unites all the stakeholders on the single platform and characterizes the role of each member for the better future of “American Children”.Historical Development of IDEAS

The legislative history of IDEA started after the introduction of “Early Education for Handicapped Children Program. In 1970, this law was passed from the Congress and became the first of its nature which provided the monetary and health assistance to the handicap children. This law was not so much comprehensive but provided the way for the future legislators to think in this direction.

Rehabilitation Act

John Brademas, member of House of Representative was the chief contributor of this law (Brademas, 2002). This law was passed in 1973 and popularly known as Public Law (PL 93-112). This law replaced the Vocational Rehabilitation Act. This law comprises five sections (501, 503, 504, 505 and 508). This federal act was providing funding to the federal funding agencies which were working in the domain of employment generating, public serves and introduction of information technology in the American society. In the field of education to the disabled, it states that the federal agencies should not discriminate the disabled students and provide free education, accommodation and other services which are common for the handicap students; those students who are facing physical or mental disorder and not able to properly write, read, listen, see, eat, dress etc (Wegner,1983). The most valuable clause of this act was that children as well adults were eligible to receive funds.Education Amendments of 1974

The introduction of this law proved that the federal government is interest in increasing the funding for the handicap students. This act is also known as PL 93-380. In this law, all the states were asked to submit the strategic plan and timeframe to include the entire handicap students in the respective state (Bunch,2011). In this way, an evaluating and testing test was also emerged which worked on non-discrimination basis. To manage the program effectively a number of high, mid and lower level position were also created.Education for All Handicapped Children Act (EAHCA)

In the line of laws related to handicaps, this law was comprehensive and get widely support in all sections of society. It was passed in 1975 and also known as PL 94-172.
