In March 1961, President John F. Kennedy launched a program of affirmative action in ordering the Executive Order No. 10925 , which requires programs funded by the federal government to "take affirmative action" (take affirmative action) to ensure that employment is not subject to racial discrimination (Sabbagh).

The Civil Rights Act of 1964 prohibits discrimination by founding the basis of legislation prohibiting employers and schools discriminate in hiring or admission on the basis of characteristics such as race, origin nationality, religion or sex. Affirmative action, which goes beyond the prohibition of discrimination, aims to encourage minorities considered a disadvantage. The unemployment rate for blacks was now twice that of whites .

It truly appears as Johnson in the context of racial unrest ( hot summers ). Johnson signed the presidential decree (Executive Order 11246) of 24 September 1965, which launched the slogan of " equal opportunities in employment "( Equal Opportunity Employment ). The decree obliges companies providing public works to demonstrate their lack of discrimination by affirmative action (affirmative action), but the term is not defined (Sabbagh). The administration then created the Commission for equal employment opportunities (Equal Employment Opportunity Commission, EEOC), offering in November 1965 that large firms prepare a report on the racial composition of their labor .

The administration Nixon launched in September 1969 the "Philadelphia Plan", which makes it mandatory for companies offering public works to submit a plan of affirmative action to recruit a given number of workers belonging to a "minority" (Sabbagh). The Office of Federal Contract Compliance Programs , now run by Elaine Chao , labor secretary in the Bush administration , was later charged with overseeing this program of equal employment opportunities.

This greatly affects the coast and of indigenous or African descent, who do not share the dress of the inhabitants of the Pacific, forcing a few to change their dress or create recreation centers where cultural differences accepted, as is the case, which in recent years have proliferated in Managua recreation centers where they are met and the coast (Sabbagh). This discriminatory policy of denying entry to people of color, is a vivid reminder of the apartheid system of segregation, where blacks were forbidden entry or presence, in places where only whites could enter.

The outfit and age should be the only formal parameters to admit or deny the entry of a person to a facility and should therefore be clearly defined and visible in all establishments, public and private.
