Children have to grow up in an environment that cares for them, protects and nourishes so that they can develop their full potential. Incumbent upon the country is to build a culture to abide by, observe and safeguard children's rights. In this study, the rights of young children got to considering and advocating the young children. The children's vulnerability tends to be strengthened by the legal processes and societal attitudes. So, young children need advocates because they cannot take care of their own interests. The core idea of this study highlight the child abuse, negligence and the human trafficking, social policy and practical implementation have been considered. Therefore, it is essential that the country recognize and understand the abilities and skills that children can develop. Advocate can understand that children are always needed in the city and participate in the processes of decision making, where these affect children (Loeber and Farrington 2000).

Introduction
Children and teenagers are found to be powerless group in the country. Very often, adults make significant decisions regarding children without seeking or consulting them in order to involve their participation in the process of decision making. They got to concern or inform regarding new policies and laws which will impact upon young children. Due to which the rights and opportunities are rapidly denied, and other members of the community use to take for granted. There are many Laws in the United States that treat young children, not as men, but as the parents' property (Rack et al. 1994). Many protectionist policies and laws are based on the obsolete paternalistic concepts. There is a significant imbalance between the young people and children and the governmental agencies such as schools and police.
It is observed that young children mainly rely to a larger extent on adult men for speaking on their behalf and protecting their rights. The children's vulnerability tends to be strengthened by the legal processes and societal attitudes. So, young children need advocates because they cannot take care of their own interests. On the hand, parents are considered as a function pay for doing this for their children. These young children do not heard by many of the seniors or adults who make the decision that may highly influence them - school administrations and teachers; governments who choose what resources will and would not be available to the families of young children (Clark and Moss 2011).
