ACF was chosen to observe the budget and workings as the working of ACF is divided into several departments and there are many regulations as well as related policies that are working with the organization to manage the budgets and resources (ACF, 2012).

Legal Basis

The Reorganization Plan No. 1 of July 28, 1995, as amended, creates the Administration for Families and Children as a programmatic and operational component of the Department of the Family.

Promote, support and provide the necessary services aimed at supporting the efforts of individuals, families and communities to contribute to their own development and rejoin society equal participatory and social justice.

Budget Overview

The agency administers almost 60 programs that have an overall budget of 51 billion dollars. This makes the agency the second largest in the Department of Health and Human Services (U.S.A). Collaborating with the communities as well as the states of the country, the funding programs of ACF provides great assistance in the terms of financial support to the poor population as well as assists the families to achieve independence and prosperity in their lives. The funded programs of ACF find the families for the children that were abused, assists in finding jobs for parents, supporting the individuals that are facing disabilities as well as working with the teens that are troubled to guide them to a way of opportunity and hope. The overall budget of ACF involves the funding for a head start and the programs of refugee as well as the support of child care reforms, foster care and child support (Budget, 2012).

Budgeting Assessment

President and Congress are considered as the two major political influences on and primary accountability areas required of program administrators after reviewing FY2012 regarding mandatory and discretionary budgets. President and Cabinet prioritize the policies and Office Management and Budget allocates budget for the current year. Then the Congress passes the budget resolution that sets the limits to the monetary expenditure for the existing and future programs that require funding.
