ABSTRACT
The birth of international relations as a discipline is linked to concerns about the existence of conflicts between states; a concern in this century reaches a high level after the experience of two world wars and the emergence of nuclear weapons. The academic discipline of international relations is based on the study of relations between sovereign states. One can, in a simplified manner, identify within two dominant streams of research: realism, which postulates the standard theory, and liberal idealism. They all agree that two of the international system is composed of elementary units (states) that can model the behavior. Diplomacy is a multi player and it functions as the model illustrates different forms of theories of international relations. Systematic theories such as Game theory, neorealism are the ones that provide an analysis of perception and communication and are well suited to the diplomacy play. This research study is conducted to examine the diplomatic theory of international relations and the role of inter-governmental agencies in international diplomacy by examining the case of the commonwealth secretariat. The main purpose of this research study is to encompass the theories that revolve around diplomacy and the role that it plays in international relations. The aim of this research is to examine the diplomatic theory of international relations and the role of inter-governmental agencies in international diplomacy.
