CHAPTER 01: INTRODUCTION

Diplomacy has been characterized as “the master-institution” or, more prosaically, as “the engine room” of international relations. Yet diplomacy has received surprisingly little attention among political scientists specializing in international relations. Indeed, diplomacy has been “particularly resistant to theory” (Aslund 2009 156).

Temporal deadlines (Ultimatums) and the violent conflicts on the onset, rapid victories in the solving conflicts have equated to great power and the taxonomy of wars in history have frequently characterised them on the basis of their time duration. International regimes and institutions have emerged over the decades rather than instantaneously appeared in the global millennium. A few researches on politics have employed time series analysis or have adopted temporality to discuss extended cycles of the political development (Gleditsch et al 2002 615).

Constructivists view states as social actors whose behaviour is driven by domestic or international norms, rules, identities, and institutions (Aslund 2009 156). Problematic is the constructivist emphasis on the public perceptions of national or international values that guide the formulation of policy at least in so far as the methodological framework of this study is concerned (Carey 2009 213).

This research study is conducted to examine the diplomatic theory of international relations and the role of inter-governmental agencies in international diplomacy by examining the case of the commonwealth secretariat. The main purpose of this research study is to encompass the theories that revolve around diplomacy and the role that it plays in international relations.

Purpose of the Study

The aim of this particular research study is to examine the diplomatic theory of international relations and the role of inter-governmental agencies in international diplomacy. To accomplish this aim the theory is being discussed and analyze by applying a real life situation, such as the influence of intergovernmental organization (Commonwealth Secretariat).

What is the role of a diplomatic theory of international relations in the context of the Commonwealth Secretariat?

What is the role of inter-governmental agencies in international diplomacy in the context of the Commonwealth Secretariat?

CHAPTER 02: LITERATURE REVIEW

Introduction

This section of the proposal provides relevant literature on the subject of international diplomacy. It specifically focuses on the theory of diplomatic theory of international relations and the role of intergovernmental agencies in international diplomacy.

Role of Commonwealth Secretariat in International Relations

The international society of Europe in the Early Middle Ages (c.300-1000) was inclusive and heterogeneous. This “loose commonwealth” of polities was poised between the particularism of, inter alia, Ostrogoth, Vandal, Frankish and Long bard attempts at state-formation, and the universalism of the remaining Eastern Roman Empire or Byzantium and the idea that the Christian realm was indivisible.
