There are positive and negative notions of whistle blowing. On a positive note, whistle blowing is considered by some stakeholders, the act of disclosure of illegal, corrupt and unethical practices in the public and private sector (Appelbaum, 2005).

Not all forms of reporting is an infringer of whistle blowing. Some stakeholders said that the concern of raising one to the head of an individual work and not blowing the whistle.
