Intergovernmental and military-civilian relations in disaster operations
Introduction
Disasters can be manmade or natural; however, in both the cases it requires immediate and coordinated response from a number of actors. These actors include individuals and institutions belonging to separate domains of local government, state government, federal government and military as well. The work needs to be coordinated so as to avoid breach of each other's jurisdiction and coordinated fast effort instead of creating conflicts. This paper discusses how and why the coordination among different government levels and military is important for relief efforts in disaster operations.
Discussion
Disasters are hazards that results from an event of substantial extent and causes destruction in physical sense and loss of life it can be even drastic environment as well. These disasters can be man-made or natural. The extent of disaster is usually bigger and lots of actors have to play their role belonging to different level of government, military and other Non-government organizations. While relief workers belonging to different humanitarian groups can provide volunteer ship, they require security and mode of transportation from affected site which is often provided by military in extreme scenarios (Marret, and Brimmer, 2008). The key to successful disaster operations management is he coordination among different parties involved in the efforts.
The emergency situations in the disaster are some times more complex than usual disasters, which require the humanitarian and military personnel and their respective organization to extend full coordination and clearly understand the authorities and responsibilities of each other (Sylves, 2008). The humanitarian workers assist in relief efforts while military provides them security and transportation to other wise remote areas in disastrous times (Archer, 2003).
The responsibilities of each of the local, state and federal government need to be stipulated clearly to avoid any confrontation or mismanagement in intergovernmental response to disasters. The standard operating procedure in United States of America is that, state declares the state of emergency through governor and a request is sent to president to activate Federal Emergency Management Agency (FEMA) for relief efforts in the affected areas. FEMA (2012) works to provide on ground support in addition to facilitating and coordinating the efforts of all local and state agencies.
