Can Inner Cities Undergo 'Urban regeneration without 'Gentrification'?
Introduction
Studies on contemporary urban American cities establish a link between the process of globalization, local economic changes and concomitant changes in the spatial and social organization of Latin American cities would evolve towards a more marked expression of territorial inequalities, has given the phenomenon of depopulation in the central areas of cities, usually manifests in older urban spaces and due to a combination of various economic, social, demographic and urban, causing the expulsion of the resident population and the change drastic land use, therefore this part of the city tends to deteriorate significantly and there are few cases in which the growth of economic activity allows the radical transformation by significantly improving the physical, social and environmental focus areas (Atkinson, 2004, 107). In the case of City Portland depopulation is very clearly in the Old Town and neighbourhoods, confirming the close relationship between the expulsion of population and housing and urban decay. These cities now needed urban regeneration which includes all sectors and not worry only the interests of a few, regeneration must be inclusive. The purpose of this paper is to investigate whether inner cities can undergo urban regeneration without 'Gentrification in case of Portland. Portland is a city in north-west U.S. state of Oregon. The population is of 542,751 people, with the suburbs for more than 2 million people. The port at the confluence of the Willamette River in the Columbia River, which is available for ships (cargo handling about 30 million tonnes a year - the largest U.S. export of wood).
Urban Regeneration
Urban regeneration is the set of measures taken to address the problems meet certain areas in cities affected by economic developments. The environment city ??is affected, but also people living in these neighbourhoods. This is a common feature industrialized countries and England is no exception to the rule. Urbanism is the tool that seems most natural to plan land use and establish the rules to better manage land use. It has a definite influence to promote a particular type of development (Robert, 2005, 78). It is process acting on the general causes and the specific factors that give rise to deterioration are to perform these functions, as well as the improvement of environmental conditions. The urban generation is thus a holistic concept, vital and dynamic; "regenerate?? It is to generate points again and therefore not an end once that is achieved with the proposed action, but the implementation of a process. It is not an isolated action that eradicates transposes and hides a problem that suffers an urban area, but a comprehensive program should be directed to attack on many fronts the phenomenon of urban blight and the causes and factors that arise (Cameron, 2002, 3). A strategy for urban regeneration, as a dynamic process may involve reactions of rehabilitation, remodelling, renovation, improvement, etc, but not limited to any of them. The falls in programs that includes not only the ...
