The rate in North Carolina has declined for two consecutive months since the commission changed the way it calculates employment figures based on a new system used by the U.S. Bureau of Labor Statistics in January. That system factors in improvements in employment- gathering techniques, especially in the Hispanic community, and the use of Census 2000 data. Although the state still has relatively high unemployment, we are no longer seeing rates that are substantially higher than the national average.
