ABSTRACT
The concept of recruitment, training and development are the significant aspects of all the organizations working in the business sectors. It is the responsibility of the HR department to develop and implement sophisticated plans for the working and functioning of human resources. In linkage with the subject of recruitment, training and development of employees, this study explores the concepts in the Malaysian SMEs in Information Technology industry of the country. The research focuses upon the concepts of recruitment and employee training and development in a holistic sense. It undertakes to perform qualitative and quantitative research and discusses the subject in a comprehensive manner.

For this purpose, the topic is discussed in the context of the Malaysian SMEs in the IT sector. This investigative study undertakes the discussion in a much detailed manner and through a comprehensive research.
Introduction to the Industry
In the modern days, the value and worth of Information Technology and its usage has taken heights. Be it small business or large scale manufacturing units, the concept of Information Technology has obtained huge extensive applications in the field of business and services. All the developed and developing countries are involved greatly in the usage of the IT services in their business organizations. In the present era, the socioeconomic factors have exacerbated the need for superior organizational recruitment, training and development strategies. The knowledge-based economy, the shortage of skilled labour, and shifting work force demographics have made the proper formulation and implementation of the human resources issues particularly significant in the IT industry. Various exploratory studies have already examined the application of the best practice human resource models in IT organizations.
