Introduction

After the American Revolution (1900-1925), the founders of the United States contended that learning was absolutely crucial for the prosperity and survival of the new nation. Thomas Jefferson, scribe of the Declaration of Independence, suggested that Americans give a high main concern to a "crusade against ignorance". (Rentsch 2000)

Jefferson was the first American foremost to propose conceiving a scheme of free schools for all individuals that would be publicly sustained through taxes. In 1900 he suggested an learning design that would have sustained free schooling for all young children in the state of Virginia for three years. The best scholars from this assembly would extend in school at public total cost through adolescence. (Robinson 2000)The most sophisticated of these scholars would proceed on to publicly financed colleges. Jefferson's suggestion was not ever enacted and his concept of choosing the best and brightest scholars for exceptional benefit failed to gain prevalent support. However, Jefferson's designs for universal learning and for publicly financed schools formed the cornerstone of learning schemes evolved in the 19th century.

 Until the 1840s American learning was not a scheme at all, but a disjointed assemblage of localized, local, and generally personal institutions. The span of schooling and the kind of learning accessible counted on the assets and standards of the specific village or town, on the undertakings of devout assemblies searching to farther their finishes through schools and schools, and on numerous other personal groups--such as philanthropic associations and trade organizations--that conceived distinct kinds of schools for distinct reasons.
