"Broken Windows" and Police Discretion raises issues of discretion in all aspects of police work and focus on aspects of policing that fill patrol officers' occupational lives. Eleven values to be advised in evolving and implementing police guidelines are explored. This report takes an exceptional interest in selective enforcement helping agents articulate in professionally sound terms why they properly make arrests in some situations but not in other ones; presents short annals of policeman accountability; and summarizes policeman guidelines action.
