Scanlan could have closed the mine, when he came to know that the mine could be exploded; although, the Scanlan had inspected the mine various times in the years before the explosion took place. Moreover, he also made a report of each of the inspection that done and sent them to the Illinois Department of Mines and Minerals. Therefore, it can be said that the inspection that done by the Scanlan was not according to the standards; as if the inspection was then the explosion would not have resulted.
Scanlan could have informed the public about the probable damages; this will help in minimizing the damages that done due to the blast. Moreover, this again leads to the inspection which was not done properly, for the reason that the people remain unaware about the explosion.
In addition to this, Scanlan could have taken appropriate actions relating to the blast in Centralia No. 5 as he should know that his negligence in his work could cause significant damages to the public. Furthermore, Scanlan could have taken the actions which should be taken as the prerequisite so that the damage that done due to the blast in Centralia number 5 could have been stopped or minimized. Therefore, it can be said that the actions by the Scanlan are not appropriate, and as the public administrator, he should be responsible for the duties that are important for him to follow and should have taken the appropriate logistical alternatives. Therefore, the investigation board came to the conclusion that based on these test results, the investigation team concluded that much of the untreated dust in the face regions was capable of initiating and propagating an explosion.ss
