Ever since the 9/11 attacks United States has been struggling with the issue of home-grown and global terrorism. The United States led war on terrorism has been the target of persistent criticism by international and local media. Not only it has seen to be the chief financial wastage and drain out of money but has also been criticized of propagating terrorism acts by triggering the terrorist organization (White, 2011) s. According to scholars War on terrorism has been a complete disappointment in combating with al Qaida, and undeniably contributed to the revival of Al Qaida. This resurgence of such inhumane organization should generate an essential reevaluation of the strategy United States in counteracting terrorism.

Aiding Terrorism
The war on terror had an on aid and is undermining development policy. During 1970 United States ceased its financial aid to Pakistan after discovering that Pakistan was struggling to supplement Uranium, of course for the development of weapons of mass destruction. However considering the important position Pakistan plays as frontline state in war on terrorism, the government of United States was forced to aid Pakistan. The geo political position of Pakistan was way more important to be ignored for United States. Despite the fact that aiding Pakistan is like directly aiding terrorists owing to the fact that Pakistan lies on critical level when it comes to security (Baxter, 2004). According to many Pakistan is unable to provide legitimate security level to its nuclear projects and this provide opportunities to terrorist for exploiting the nuclear assets of Pakistan for their self benefit (Singh, 2006). So aiding Pakistan is like aiding terrorists for their activities relating to training and development of weapons of mass destruction. Pakistan is one of the few states that have refused to sign nuclear non proliferation treaty. In that case aiding Pakistan despite of the potential threats it owns in advocating terrorists is aggressively questionable.
Furthermore following the ten years of the conflict in Afghanistan, the fact that Pakistan ISI has been dynamically involved in their efforts of aiding terrorists in Afghanistan cannot be denied. ISI has also been blamed for creating Taliban in 1990s and has been its chief supporter ever since then (Vicziany, 2007). Doesn't this make America's aid mysteriously arguable?
The American aid to different countries depends on basically five factors. These five criterions determine the extent of the aid to be provided to a particular country. These criterions include the nuclear program of a county, the form of government in country, the economic system of the country, involvement of country in the terrorism and production of narcotics. Even though Pakistan does not fulfill the maximum criterion United Nation still has been aiding Pakistan heavily (Hussain, 2008) . It is involved in nuclear proliferation and narcotics proliferation.
