Introduction

For this paper, we shall be discussing whether money should be spent by the government or not, with reference to the purpose and objective of eliminating and eradicating issues and problems, related to drug abuse (Board, 2004).

Supervision/Monitoring vs. Drug Rehabilitation

When generally questioned and inquired about the use of drugs and other substances, these people generally do not have any valid or concrete explanations as to why these people use drugs. With reference to different researches and observations that have been conducted, it has been noted that family problems, attention seeking behaviors and economic distress are amongst the top variables with reference to which young individuals attempt to take drugs and lessen their grievances or stress that they may be experiencing (Burke, O'Sullivan & Vaughan, 2005) (Board, 2004).

There are two broad categories that could be considered in order to reduce the recurrence of drug abuse by a particular object. One is supervision and monitoring, while the other is drug rehabilitation. Supervision and monitoring implies of security protocols, speculation gadgets and other instruments, which could reduce the chances of the individual to attempt for drug abuse.

On the other, drug rehabilitation centers have been built towards reviving and recovering the individual who maybe at a risk of causing severe losses to their families, friend, loved ones or the people they maybe bonded with. These centers have been designed and established for the sole aim of eliminating the use of drug, narcotics and any other form of substance which would hamper and impact their routine life, both on an innate and external level.

With reference to substance abuse, the trend is rather recurring in adolescents and is also considered a rather 'acceptable' trend among teenagers with the ages of 15 onwards. The trends have been seen and identified that teenagers and young individuals have considered and made themselves acceptable and 'part of the gang', due to the simple reason that individuals tend to work on the need to be part of the gang. Research states and acknowledges that fact that it is with the use of substance abuse and addiction to drugs that individuals tend to develop unacceptable behavioral patterns, attitude and cognitive development that hampers the overall positive growth of the addict himself (Burke, 2005).

The 2009 U.S. National Survey on Drug Use and Health reported that the total number of current substance users aged 12-17 years, excluding users of alcohol and tobacco, increased from 9.3% in 2008 to 10.0% in 2009. Marijuana was the most commonly used illicit drug (7.3%), followed by prescription-type drugs used non-medically (3.1%), inhalants (1.0%), hallucinogens (0.9%), and cocaine (0.3%).

Risk Factors

Risk factors for SA in adolescents include lack of commitment to school or education; early, persistent behavior problems; high level of family conflict; dysfunctional parenting styles (e.g., excessive authority or permissiveness); peer rejection; prevalent substance use among peers; genetic predisposition; subjection to sexual or physical abuse; extreme economic deprivation; and illicit substance ...
