In support of Operation Joint Endeavor, the US Navy recognized Commander Shockley as an Intelligence professional who had 34 years of experience. It was because of him that the Navy was provided with vital information during the time in which conflicts occurred in Desert Shield/Storm, Sarajevo, Albania and Kosovo.
Commander Shockley is a respected leader of creative teams who worked together with the government agencies and with the non-governmental organizations (Ministry of Interior) in Europe and Southwest Asia. He participated in organizations to support Enduring Freedom. However, this cause is now called Overseas Contingency Operations in Afghanistan and Iraq (Gelb, 2008).
Most memorable Moment and Events
Indelible footprints in minority communities, churches and organizations were created by Mr. Shockley along with the association and support of Friends of New Orleans and Algiers Point Association. In order to gain the support of the brief local city and state leaders, steps were taken by Mr. Shockley to provide assistance to the young talented men and women. The aim was to enlighten them with the opportunities within the Armed Services. In doing so, his aim was to impress the community leaders as well as families, and educate them about the roles in the war on terrorism and that the Navy plays to preserve United States.
Mr. Shockley's slogan is “We are in a battle for people.” It is his personal passion as senior minority officer to achieve a more diverse Navy and ensure minority leaders to “Stay Navy.”

Mr. Shockley did Bachelor of Administration in 1986 from University of Hawaii, Honolulu, HI and Masters in Human Resource Management in 1992 from Webster University, ST. Louis, MO.

During the last five years, Mr. Shockley's training employment history includes the following trainings:
1. Naval Marine Corp Intelligence Training Command from Damneck
2.All source intelligence training and Certification (Satellite collection/Surface/Air/Sub-surface/Imagery identification) expert in 1989 for 29 weeks.

Job Titles and Responsibilities
Chief of Recruiting and Reconstruction
Mr. Shockley was the Chief of Recruiting and Reconstruction from August 2006 to November 2007 in Afghanistan. During this time, he was mentor to the Afghan National Police Recruiting Directorate and Afghan National Army Recruiting Office. Besides this, he also directed recruiting and vetting reconstruction in undeserved regions in collaboration with the Afghan Ministry of Interior and international NGOs. Mr. Shockley also joined forces with the NATO Forces of the International Security Assistance Forces (ISAF) in order to develop a proper database and documentation of recruiting process all over the country.
Accomplishments
1.He managed the Coalition Forces and Combined Strategic Transition Command - Afghanistan (CSTC-A) at the Ministry of Interior (MOI), Kabul, Afghanistan for 15 months.
2.He served as senior mentor and worked within MOI to create a fit Afghanistan National Police (ANP) recruiting team all over Afghanistan.
3. He increased police force by 33%.
4.He established and monitored the Afghanistan National Police Rank Reform.
