Introduction

The international committee of the Red Cross (ICRC) began in 1860s and it is considered to be a neutral, impartial, and independent organization. The purpose of this welfare program is protecting the life and self-respect of wounded of war and internal violence. It also provides them with the assistance in times of need. Also, it has the responsibility of directing and coordinating international relief activities when there is a major conflict and endeavors for protecting suffering by promoting and strengthening humanitarian law and universal humanitarian rules (Lamensdorf 2006).

In this essay, we will be discussing structural components of the Red Cross welfare programs, and the characteristics of various programs. In addition to that, we will also be evaluating the program based on several characteristics such as adequacy, financing, coherence, latest consequences, and testing of social justice.

Structural Components

A private relief organization, the Red Cross, is formed as the frontline for private assistance in the United States. This was supported by local community chests, individual donations, and political leaders. In 1932, the former Democratic presidential candidate Al Smith, who had run against Herbert Hoover in 1928, actively campaigned to raise funds on behalf of the Red Cross. By 1932, the Red Cross had activated 2,300 of its chapters to provide assistance to the poor and unemployed in cities and towns across the United States. In some cases, the Red Cross was the only organization working in communities to assist the impoverished. When Smith made his appeal on behalf of the Red Cross, he noted that the organization had provided “flour and bread to 18,000,000 persons and clothing to 7,000,000” in 1932 alone.
