Social Policy Paper-“House Bill 1099” (Increase the Fee for a Payor to Withhold Child Support)

Abstract

The aim of this paper is to highlight the social issue regarding children in society. The paper will consider the issue of children and put efforts to form a social policy and provide a proposed law that is a bill to the congress. The social policy in shape of a bill will ensure that the bill is accepted and American Congress made it as an Act. The paper has identified the significant issue of school standards that all the students are not getting same standard of education, which is resulting into disadvantage children in society.

Introduction

Social policy is the name given to measures to improve economic and social situation, particularly disadvantaged groups in society. Support of social policy is primarily the state, along with businesses, unions, NGOs and the churches. In the public sector the social policy is of the oldest areas of policy. Their primary goal is to improve the social situation of disadvantaged groups, particularly by harmonizing the life opportunities and living conditions. The overall policy objective is the integration of socially disadvantaged population groups in the society and thus to stabilize the social order (Wilkinson, Pickett, 2010).

Following are the objectives of formation of social policy:

Social security , which includes ensuring the income and services in a situation of social risks (illness, invalidity, old age, death, unemployment)

investments in people - creating equal opportunities for human development, education of the younger generation (as a factor of economic development, making the social values ??are dependent on economic policy)

Social order - is the foundation of human life stability, cooperation in achieving the objectives, tolerance of differences among people. The value of social peace grows with achieving prosperity and political stability

Family life - emphasis on family life means returning to the relationship between human beings and a sense of security based on the emotional and affective ties. Education of future generations requires the support of families, not just the poor and not just material from individuals and institutions.

Social policy deals with every important for the organization of public life, social issue, that every phenomenon on a massive scale is the lack of comfort and social life may be painful for a passenger capacity of the public. Lack of prevention of the growing social problems can lead to impairment of various backgrounds and categories of the population (e.g., marginalization) and the conflicts that interfere with the functioning of society (Tower, 2012).

Discussion

The social policy that is proposed in the paper is regarding children. The issue that is raised in the past is of children equality and as we have seen that there are some underprivileged areas where children are isolated and they are not getting education as other part of the country's students are getting.
