Health care provisions are essential for the survival and well-being of any society. In those societies where health care facilities are conveniently accessible to the common men, prosperity and harmony reigns supreme. The concept of health and social care is integrated together. Social care aims to develop abilities in people through which they can lead normal, independent lives like others. This is especially for individuals who are mentally handicapped and require additional assistance in terms of physical and mental activities (Allport, 2010, 111-127). The concepts of health and social care have given much importance in the recent times. According to Rawl, today is very widespread perception that the neoliberal model, which has intensified the participation of marking mechanisms in the organization of social actions (moving the tip of the importance of government guidance), has deepened inequality and plunged into poverty for millions of people.
Everything seems to suggest that market forces alone do not guarantee a fair distribution of the surpluses achieved through the efforts of society and lack the ability to respond adequately to the needs of all its members.
