Introduction

Prior to the 1970s, an exodus from rural communities in the United States occurred as the young migrated to urban areas in search of employment. Many of the current social problems and human service needs, such as erosion of the tax base available to support human services and deficiencies of professional manpower, have been related to and compounded by this basic demographic trend. The post-1970 era, however, has brought a reversal in the out-migration trend (Schwarzweller, 1979).
