While Congress encouraged immigration by instituting programs to help refugees, illegal immigration was vigorously deterred. The Immigration Reform and Control Act of 1986 instituted sanctions against employers who hired undocumented workers, and individuals found to be working illegally were deported. To further discourage illegal immigration, under a 1996 welfare bill, illegal immigrants became ineligible for most federal and state benefits, such as food stamps and Supplemental Social Security Income, with the exception of emergency medical care, immunizations, and help with disaster relief (Welch, 36).
