Role of Government

Introduction

As a political philosopher, Jefferson was a man of the Enlightenment and knew many intellectual leaders in Britain and France. He idealized the independent small farmer owner as an example of republican virtues, distrusted cities and financiers, favored states' rights and a strictly limited federal government. Jefferson supported the separation of church and state and was the author of the Statute for Religious Freedom in Virginia (1779, 1786). He was the eponym of Jeffersonian democracy and leader and co-founder with James Madison's Democratic-Republican Party, which dominated American politics for 25 years. Jefferson was the governor of Virginia during the War of Independence, the first Secretary of State (one thousand seven hundred eighty-nine - 1,793) and second Vice President of the United States (1797 - 1801). Welfare State or more precisely, welfare is usually a measure taken on the macroeconomic level by the government of a country to promote the well being of its public. Welfare generally encompasses all the citizens of a state, and so is also called social welfare. A state is transformed into a welfare state when its governments and institutions join hand and devise policies for overall social welfare of its citizens such as through pension plans, unemployment insurance, social security plans or measures to improve health, education, housing and social protection.

Throughout history, economists are especially interested in evaluating government's expenditures on its social welfare system and based on that, the current as well as future well being and health of the public can be observed. Obtaining welfare or social benefits is considered a “right” of every citizen living in a welfare state. The government takes measures of not only implementing such programs but also makes these benefits accessible to the common man. In a welfare state, a direct transfer of funds take place from the government (public sector) to the receivers of welfare, and often include contributions from the private sector as well in the form of redistribution taxation. Such a system of distributing welfare occurs in a mixed economy.

The Role of Government in Handling the nature of People

In the parliamentary system as it exists in Europe, the term government means the collegial body composed of ministers and united under the authority of the Prime Minister (the name of the latter can vary: President of the Council in Italy or France before 1958, German Chancellor) and which is responsible for the executive. To the extent that the Government is politically accountable to Parliament, the head of state can be included, since it is considered politically irresponsible. However, the Fifth Republic is not a traditional parliamentary system. According to Article 20 of the Constitution, the government “determines and conducts the policy of the Nation." Actually, this mission is shared between the government and the President of the Republic, France, shares the executive power.
